Questions Regarding the Employment Committed SME Finance Support Programme:

Announcement: Applications for the Employment Committed SME Finance Support Programme have been ended as of June 30, 2023.

1.Is it compulsory to recruit new Turkish personnel when recruiting new SuTP/ FuIP status personnel for the Employment Committed SME Finance Support Programme?

The following choices are available to the business for hiring new employees.

  • 2 (two) positions during the term of the support (1 (one) new job creation and 1 (one) retention)
  • 2 (two) jobs during the term of the support 2 (two) new job creation
  • 4 (four) jobs during the term of the support (2 (two) new job creation and 2 (two) retention)
  • 4 (four) jobs during the term of the support (3 (three) new job creation and 1 (one) retention)
  • 4 (four) jobs during the term of the support (4 (four) new job creation)

The 50-50% Turkish citizen- SuTP/FuIP ratio should be maintained in all options.

SMEs that submitted their applications from the provinces of Adana, Gaziantep, Hatay, Kahramanmaraş, Kilis, and Şanlıurfa that are within the earthquake-affected zone do not need to create new employment. The current employees of the company can be used to identify all employees that are subject to employment.

2.What is the maximum number of employees that can be supported under this program?

Enterprises using up to TRY 1.250.000 loan must employ 2 personnel, 1 SuTP/FuIP + 1 Turkish citizen, and can only receive support for these two personnel. At least 1 job shall be created.  (new employment creation condition is not necessary for the businesses located in the earthquake region)

Enterprises using TRY 1.250.000-2.500.000 loan must employ 4 personnel, 2 SuTP/FuIP + 2 Turkish citizens, and can only receive support for these four personnel. At least 2 jobs shall be created. (new employment creation condition is not necessary for the businesses located in the earthquake region)

3.Does the fact that employees working under the program are either full-time or part-time employees impact the benefits that will be obtained from the programme?

For Turkish citizens and persons with SuTP/FuIP status who are subject to the employment commitment at least 30 days of SSI premium must have been paid in the first 3-month monitoring period and at least 60 days in the other 3-month monitoring periods

For all monitoring periods, premiums must be paid for a total of thirty days in the earthquake zone provinces of Adana, Adıyaman, Diyarbakır, Gaziantep, Hatay, Kahramanmaraş, Kilis, Malatya, Osmaniye, and Şanlıurfa.

4.Do the staff members who will be employed under the program have any wage restrictions?

The salary of the personnel subject to the employment committed cannot be below the minimum wage determined within the scope of the relevant legislation of the Republic of Türkiye.

5.Is it necessary to register the personnel employed within the scope of the Employment Committed SME Finance Support Programme through another system?

Since the employment commitment is checked from the enterprise declaration and SSI administrative records, there is no need to register through a different system.

6.What happens if the newly employed staff subject to the support leaves the job at the end of any period?

When a new employee is hired during the monitoring (instalment) period for which payment is requested, the start date of the newly hired employee must be within the month that the previous employee left.

7.Can an organization alter its name or type after applying for the Employment Committed SME Finance Support Programme?

When the support program is being implemented, the organization must notify the Implementation Unit of any changes to its type or title. The support process will be continued by updating the information of the enterprise.

8.Should KOSGEB be notified of the identification number of the newly employed personnel with SuTP or FuIP status within the scope of the programme?

In the Employment Committed SME Finance Support Programme, the information of the personnel employed within the scope of the support is notified to KOSGEB via the system at the support payment request stage.

9.Which environmental documents are requested under the programme?

The businesses provide a declaration at the program application stage confirming their compliance with labor legislation No. 4857, occupational health and safety law No. 6331 and related rules, and environmental law No. 2872 and related laws. Additionally, a list of the permits and licenses the business has on hand should be included. Whether the papers and procedures it is subject to are in place or not will be determined by monitoring and on-site observations conducted throughout the project’s subsequent phases.

Those enterprises that do not submit a declaration of conformity at the application stage will be prevented from applying through KBS (SME Information System).

10.Is the interest payment made periodically or collectively in the programme?

For each instalment period, the enterprises that fulfil their commitments are paid for the relevant instalment period. If the enterprise requests, it can apply for support payments separately for each period for which they meet the conditions and receive a total single payment later. In the payment order for each instalment period, the tax / SSI debt status will be checked as of the payment eligibility approval date.

11.Can an SME benefiting from the Employment Committed SME Financing Support Programme receive support for the relevant period if it fails to meet the conditions for a period?

Businesses that are unable to fulfil their obligations within the Employment Commitment term are granted an extra one-month period for payments. The firm may request payment for the instalment period in which the payment condition was not met if the conditions are met within the extended period. The extra duration is up to three instalments periods for applications submitted from the earthquake- affected provinces.

12.Does the fluctuation in the number of employees in the enterprise affect the average number of retrospective premium days?

The enterprise’s average monthly SSI premium days during the applicable instalment period must exceed the average SSI premium days throughout the previous 12 months as of the program application date. Earthquake-affected provinces are exempt from this requirement.

13.How can the retrospective 12-month premium days be checked?

By examining the SSI declarations, the enterprise can determine the average number of SSI premium days for the previous 12 months as of the program application date.
